Getting weatherlib ready-to-use is pretty easy.
Just download the last stable release, extract the zip archive and put the weatherlib.jar file into a directory within your classpath. Don't forget dependecies! In order to work, weatherlib requires JMetarParser (see requirements section) to be within your classpath too.
